Every person who walks through MCFOAR’s doors has a different story. Some are returning home after years of incarceration. Others have spent shorter periods in jail or are currently on parole. Many are navigating recovery, looking for work, searching for stable housing, rebuilding relationships, or simply trying to figure out what comes next.
What they share is a desire to move forward. The reality is that moving forward after incarceration can be extraordinarily difficult.
Since opening our doors in 2013, MCFOAR has served more than 1,500 people, helping returning citizens overcome the practical and personal barriers that can stand between release and a successful return to the community.
Reentry Is More Than Coming Home
Coming home is only the beginning.
Returning citizens are often expected to quickly find employment, secure housing, meet court or parole requirements, maintain transportation, manage finances, and reconnect with family and community, all while carrying the consequences of a criminal record.
Many of the people MCFOAR serves face several challenges at once:
- More than 80% report addiction to one or more substances.
- More than 65% live with chronic physical and/or mental health conditions.
- More than 90% live below the federal poverty level.
- More than 90% have multiple felony convictions, with many having experienced repeated or long-term incarceration.
For many, these challenges are also connected to earlier experiences of poverty, neglect, abuse, family instability, substance use, or trauma.
Understanding those experiences doesn’t mean removing accountability. It means recognizing that lasting change requires more than simply telling someone to make better choices.
Accountability matters; so does opportunity.
Removing the Barriers to a Second Chance
Imagine being told it’s time to rebuild your life, but you don’t have an ID, transportation, a phone, work clothes, a job, or a safe place to sleep.
These may seem like ordinary things. During reentry, they can determine whether someone is able to move forward.
That’s where MCFOAR comes in.
We help people address the practical barriers standing between where they are and where they want to go. That can mean assistance with housing, employment, transportation, identification, clothing, recovery resources, healthcare, mental health support, or connections to other community services.
But our work goes beyond meeting an immediate need.
MCFOAR provides structure, encouragement, accountability, mentorship, and a community of people who believe change is possible.
We don’t do the work for our clients. We help give them the tools and support to do it themselves.

Successful reentry matters to all of us.
When someone finds stable housing, gets a job, maintains recovery, reconnects with family, and becomes a contributing member of the community, the impact extends far beyond one person.
Families become stronger. Employers gain workers. Communities become safer. And cycles of incarceration can begin to change.
The results we’ve seen at MCFOAR give us reason for hope. During the 3.5-year period reflected in our September 2025 data, 125 parolees entered our program and only one returned to prison.
Behind that number are people finding jobs, securing homes, rebuilding relationships, pursuing recovery, strengthening their faith, and discovering what they’re capable of.
More than their Past
The people we serve have made mistakes. Those mistakes do not have to define the rest of their lives.
They are parents, sons and daughters, neighbors, employees, friends, and members of our community. They have talents to contribute, relationships to rebuild, responsibilities to fulfill, and futures still to write.
